The Conference on Marine Environmental Resources Management and Green Carbon Policy

On September 23, the Faculty of Development Economics, VNU University of Economics and Business, in collaboration with the Center for International Forestry Research (CIFOR) organized the Scientific Conference on Marine Environmental Resources Management and Green Carbon Policy.


Attending the conference, there were Prof.Dr. Nguyen Hoang Tri, Chairman of the National Committee for Man and the Biosphere Program Vietnam; Dr. Nguyen Quoc Viet - Dean of the Faculty of Development Economics; Assoc.Prof.Dr. Nguyen An Thinh - Associate Dean of the Faculty of Development Economics; Dr. Pham Thu Thuy - Director of Center for International Forestry Research; Dr. Hoang Quoc Lam - Media Center of Natural Resources and Environment and numerous doctoral students as well as students of related majors.

Opening the conference, Assoc.Prof.Dr. Nguyen An Thinh warmly welcomed the scholars who attended the event and prepared scientific papers. He emphasized that the conference was part of the effort to protect the marine environment in Vietnam, especially in giving recommendations to formulate a green carbon policy and limit plastic waste to the environment. The conference is a large and regularly held scientific event that draws the attention from many experts in the field.

 

Not only did the conference draw the attention from leading experts, it also attracted lots of students and doctoral students from UEB

Next, Dr. Hoang Quoc Lam presented an overview of the Government laws and policies on marine resources and environment management. Dr. Lam has fully listed legal documents on natural resource management in recent years, the changes in awareness, the participation in international conventions as well as the Government commitments. From there, he pointed out a number of tasks to be done immediately to improve the marine environment such as:

First, the Government manage the marine resources and environment appropriately and effectively, protect them according to strategies and plans for socio-economic development, protect national sovereignty, and ensure national defense and security;

Second, encourage the promotion of basic investigation work and scientific research on the sustainable exploitation and use of natural resources and the protection of marine environment;

Third, enhance the protection of marine environment, which includes the regulations and contents on marine environmental pollution control; the response to oil and toxic chemical spills; drowning in the ocean; the responsibilities of the Government, organizations and individuals in protecting the marine environment;

Fourth, improve the capability of observation, supervision and prediction of natural resources and environment of sea and islands; establish information systems, general and synchronous data on marine natural resources and environment for marine economic development, national defense and security;

Fifth, expand and improve the effectiveness of international cooperation in the management, exploitation and use of natural resources and the protection of the marine environment on the principle of national independence and sovereignty.

The natural resources and environment management policy is placed in the overall socio-economic development strategy and planning; in order to manage marine natural resources and environment in a rational, effective and sustainable manner.

Some proposals made to formulate the policy:

(1) Improve the policy and law system of the sea in the direction of developing and maintaining feasibility, synchronization and unity.

- Regulation must be consistent with the Constitution, not overlapping or conflicting with specialized laws, in accordance with international treaties;

- Inadequate regulations must be abolished, timely supplementing the regulations arising in accordance with reality.

(2) Review, adjust, supplement and establish new maritime-related relations, ensure the coherence and synchronization among branches and localities; proceed socio-economic development planning, ensure multi-sector and multi-benefit development of related parties.

(3) Consolidate the system of integrated and unified maritime governmental management agencies from central to local levels; construct a team of capable and highly specialized staff.

(4) Create legal corridor, institutions and polices to mobilize domestic and foreign resources for infrastructure construction as well as science and technology development. Actively participate and promote the formation of maritime-related global and regional mechanisms.

(5) Fundamentally solve the contradictory and overlapping issues in managing and inspecting sea and island resources, ensure the harmony of interests between the parties with the viewpoint of protection and development, etc.

Speaker Pham Thu Thuy, from CIFOR gave a presentation on Aiming towards a Green Economy and Green Carbon. During her speech, Ms. Thuy gave an overview of the marine economy, which is fishing activities, mining, salt production, ecotourism and pointed out the reciprocal relationship among these economic activities. In addition, the speech also focused on conservation activities to protect the marine environment such as moistening the soil and regenerating forests, creating landscapes, building dyke systems, irrigating and improving surface water retention. The role of the green carbon economy has long-term meaning and impacts on many other industries, and it is time to reduce "transient" economic activities.

The seminar also included presentations on teaching, researching and training on marine resources to keep up with the trend - A typical case from PFES in Hai Phong of a research group: Pham Thuy Thuy, Hoang Thi Uyen, Dao Linh Chi, Hoang Tuan Long, Ngo Ha Chau, Nong Nguyen Khanh Ngoc and Nguyen Dinh Tien.

During the presentations, many doctoral students have inquired the speakers thus creating a lively atmosphere and scientific debate with high-quality. Prof. Nguyen Hoang Tri shared that this was a conference with a high scientific content, its applicability was very clear. Moreover, the conference was not only about research activities but also associated with postgraduate training activities of UEB, which he thought was a new and fascinating characteristic, creating a boost in research among doctoral students - young future scientists.
